Lectures on
East Asian Development at NEU, Hanoi

(Dec. 2025)
Kenichi Ohno gave 12
lectures on Asian development to 49 fourth-year undergrad students at National University of Economics
(NEU) in Hanoi. These days students use AI for questioning,
presentation, and writing papers. It is difficult to distinguish
students' and ideas from AI's answers.

Speaking at a UNDP-hosted
“High-Level Policy Dialogue” in Hanoi
(Nov. 2025) During his stay in Hanoi, Kenichi Ohno did three presentations:
(i) UNDP-NEU seminar on High Level Policy Dialogue, (ii)
book launch seminar of the Vietnamese edition of Learning to
Industrialize, and (iii) lecture to several hundred officials at Ho Chi
Minh Political Academy. In all these, the need to substantially improve
policymaking method was stressed for Vietnam to attain double-digit
growth and reach high income by 2045.

The
Path Traveled by Japan as a Developing Country
(October 2025) Kenichi Ohno has
published a new Japanese book, The Path Traveled by Japan as a
Developing Country (Yuhikaku). This is an updated edition, coming 20
years after the original book that grew out of GRIPS English classes,
now with added analysis of Japan’s economic stagnation. We hope the
book will help readers abroad discover Japan, and give Japanese readers
a chance to rediscover their own past.

Industrial
Development in Developing Countries and Japanese Experience
(Sept. 2025) Izumi Ohno co-edited a new Japanese
book, Industrial Development i n Developing Countries and Japan's
Experience—Revisiting International Cooperation from a Perspective
of Translative Adaptation (Nihon Hyoronsha). Building on the earlier
Springer
volume, this edition has been rewritten for Japanese readers with
additional new chapters and updates. It revisits Japan’s development
experience and industrial cooperation through the lens of
“translational adaptation,” combining a theoretical framework with
many concrete case studies.

TICAD9
Event Report
(August
2025) TICAD9 was held in Yokohama from August 20 to 22, 2025. Alongside
the main conference, many side events took place. Izumi Ohno
participated as a panelist in a symposium “Japan-Africa Co-Creation
for Agenda 2063” (Aug. 21), which commemorated the signing of the 5th
MOC between JICA and AUDA-NEPAD. She suggested that TICAD serve as a
bridge between Africa and Indo-Pacific regions, emphasizing Japan's role
in facilitating development & market linkages including ASEAN.
The other participants included Mr.Toru Honma (Senior Advisor to the CEO
of AUDA-NEPAD), Mr.Amine Idriss Adoum (Director of Economy, AUDA-NEPAD),
Mr.Harsh Mehta (Revital Healthcare, Kenya), and Mr.Gide Kouatchou (MaKo
Industries, Cameroon).

Navigating
Uncertainty: The Future of Japan’s ODA in a Shifting Global Landscape
(August
2025) On July 23, the JICA Ogata Research Institute and the Institute of
Geoeconomics co-hosted this webinar to discuss the future direction of
Japan’s ODA at a time when the US and Europe significantly cut ODA and
global solidarity is under strain. Following updates from Ms.Satoko
Tanaka (Chief Representative, JICA USA Office) and Mr.Tetsuya Harada
(Chief Representative, JICA Europe Office), Izumi Ohno joined as a
discussant together with Mr.Yoshiyuki Sagara (Senior Research Fellow,
IOG) and Mr. Shohei Hara (Senior Vice President, JICA). The session was
moderated by Ms.Atsuko Kamei (Director General, JICA Ogata Research
Institute). The webinar
attracted around 450 participants and generated many questions.

Study
Group on ”Knowledge Co-Creation with Emerging Countries” Launched
(July 2025) The JICA Ogata Research Institute launched a
new study group in July on “Knowledge Co-Creation with Emerging
Countries.” The initiative aims to understand and compare the
philosophies and approaches to development cooperation pursued by
emerging countries with those of Japan, and to explore the potential for
co-creative partnerships with emerging partners. The study group will
also address challenges and strategies for strengthening such
partnerships. Izumi Ohno serves as co-chair together with Ms. Atsuko
Kamei, Director General of the JICA Ogata Research Institute.

Trump
2.0 Shock and Its Implications for International Development
Cooperation: A Japanese Perspective
(June 2025) Izumi Ohno was invited to
participate in the development cooperation panel hosted by the Korean
Association of International Studies (KAIS) & the Korean Foundation
(KF), held in Yeosu on June 26, 2025. She presented a paper, “Trump
2.0 Shock and Its Implications for International Development
Cooperation: A Japanese Perspective" and exchanged views with
Korean scholars on the topic.

Japanese
Development Cooperation in a Changing World
(Jan.
2025) Izumi
Ohno gave a keynote speech on “Japan's Development Cooperation in a
Changing World: Toward Co-Creating Partnerships with Global South
Countries” at the GRIPS Forum on December 23, 2024. The forum also
featured active panel discussions with GRIPS students (from Indonesia,
Bangladesh, Ghana, and Cuba), who shared their countries’
perspectives.

Final Report of Ethiopia-Japan Industrial Policy Dialogue (Phase
3)
Since
2008, GRIPS jointly with JICA, has conducted bilateral industrial policy
dialogue with the Ethiopian government over three phases. Following the
complication of Phase 3, we prepared a report containing the essence of
our policy analyses and recommendations.
Despite some challenges we faced in Phase 3, we were able to conduct
many activities including Development Policy Forums, working-level
discussions, two joint studies with PSI, intellectual input to the
Ethiopian Tamirt Movement, and a study on policy inconsistencies. We
hope this report will be useful to those interested in Ethiopia-Japan
Industrial Policy Dialogue in particular and Japan's industrial
cooperation in Africa in general.

Shigeru Ishikawa
Prof.
Shigeru Ishikawa (1918-2014) studied the underdevelopment of the market
economy in his famous book "Fundamental issues in development economics."
He led Japan's development cooperation in China and Vietnam. GDF supported his research in his later years.
