GRIPS開発フォーラムは、故メレス首相の要請をうけて、2009年から国際協力機構（JICA）とともに 、エチオピアとの産業政策対話に取り組んできました。本調査は、今まで２つのフェーズにわたり実施された「エチオピア国産業政策支援対話に関する調査」フェーズ1（2009〜11年）、およびフェーズ2（2012〜16年）に対するエチオピア政府の高い評価をうけて、フェーズ3（2017年〜22年）として継続実施するものです。

先行フェーズと同様に、三層レベル（首相・大臣・実務レベル）の政策対話を通じて、エチオピア政府が策定した現行五ヵ年計画（Second Growth and Transformation Plan, GTP2: 2015/16〜2019/20）の実施促進と次期五ヵ年計画への知的インプットを行っていきます。加えて、エチオピア側との共同研究や有望企業への寄り添い型支援（ハンドホールディング）パイロット等にも取り組み、エチオピアの政策研究や実施能力の向上を支援していきます。

エチオピア政府は、GTP2期間にアフリカの製造業ハブになることをめざしており、JICAは産業開発協力を拡充し、�@産業政策対話、�A投資促進・工業団地開発、�B輸出振興の3つのコンポーネントから成る「産業振興プロジェクト」を立ち上げました。GRIPS開発フォーラムが取り組む産業政策対話はこのコンポーネントの一つであり、�A・�Bの活動との連携や相乗効果を出しながら、政策的な助言を行っていきます。
