Policy Mission to Myanmar
(Dec.2019) GDF and JICA visited Myanmar to study automotive, SEZ and garment policies. The results will be reported to the Ethiopian government in the next industrial policy dialogue session as part of Ethiopia's policy learning. Myanmar is ahead of Ethiopia in attracting Japanese FDI, automobile policy, drafting economic laws and soft and hard support at Thilawa SEZ. However, power supply and logistics need upgrading. Myanmar also differs from Ethiopia and Vietnam in high willingness to accept Japanese policy advice.

Ethiopian Productivity and Automotive Policy
(Aug. 2019) GDF conducted another policy mission to Ethiopia during Aug. 5-9. The main themes were the second workshop on the Ethiopian Productivity Report which GDF and PSI, the government think tank, were preparing; and advice on the new automotive policy Ethiopia was beginning to formulate. Ethiopia will draft the next five-year plan and ten-year perspective in coming months, to which Japanese intellectual inputs must contribute.

How Nations Learn
(July 2019) K.Ohno (GRIPS) and A.Oqubay (Ethiopian minister at PM Office) published an edited volume, How Nations Learn: Technological Learning, Industrial Policy and Catch-up (OUP, 2019). Renowned researchers examine key features of successful industrialization, state's role in catch-up and innovation, and cases from Asia, Africa and Latin America with particular emphasis on HOW policies are executed. This book is another offshoot from the Ethiopia-Japan Industrial Policy Dialogue.

32nd Ethiopia Mission Report
(Jun. 2019) GRIPS Development Forum conducted a small mission in Addis Ababa, Ethiopia during May 27-June 1. The main objective of this mission was to engage in substantive discussion with the three key groups (PM office, Ministry of Finance (MOF), Ethiopia Investment Commission (EIC)). We also had a meeting with Mr. Teka, the new state minister of the Ministry of Trade and Industry (MOTI), as the forth key person. Automotive policy was given highest attention by the key groups among three issues we proposed (automotive, industrial parks, and productivity report/mindset). We will pursue this topic in coming months.

31st Ethiopia Mission Report
(Mar. 2019) GRIPS Development Forum and JICA visited Ethiopia during Feb. 18-23 to hold several discussions with key persons of the new Ethiopian government in charge of development policy. Additionally, an automotive industry seminar was held in collaboration with the Ministry of Trade and Industry and the Development Policy Forum was organized to report the progress of bilateral Ethiopian productivity research in cooperation with Policy Studies Institute, a newly merged government think tank.
We also visited Djibouti during Feb. 24-27 to study its industrial policy and logistic issues between Ethiopia and Djibouti.

30th Ethiopia Mission Report
(Mar. 2019) GRIPS Development Forum conducted a small mission in Ethiopia from Dec. 1st to 7th, 2018. We visited Mekkelle together with Ethiopian researchers from Policy Studies Institute to conduct a field survey of Ethiopian garment industry.
We also conducted several discussions with new high-level officials and Ethiopian organization and factories in Addis Ababa.
