“Review of Japan’s ODA Evaluations from FY2015 to FY2021” (English ver.) Published
(Dec. 2022) This is a third-party evaluation report on Japan’s ODA evaluations conducted by the Ministry of Foreign Affairs (MOFA) from FY2015 to FY2021, at the policy level. It reviewed the ODA evaluations from the perspective of the 2015 Development Cooperation Charter and classified the recommendations and lessons learned from them. We hope that the report will be used for the formulation and implementation of Japan’s future development cooperation policies, including the ongoing process of revising the 2015 Charter. The evaluation team consists of Prof. Izumi Ohno, GRIPS (Chief Evaluator) and International Development Center (IDCJ), Inc.

Special Lecture at National Economics University in Hanoi
(Nov. 2022) Kenichi Ohno delivered three special lectures to undergrad and executive master students at National Economics University in Hanoi, Vietnam. Topics covered “Vietnam’s high growth and remaining challenges” and “Crucial importance of national leaders and technocrats in overcoming middle income traps.” Undergrads heard English lectures while master students participated through Vietnamese interpretation. Many questions were raised concerning both Vietnam and Japan.

GDF Zoom Webinar (Wednesday, 13 July)
"TICAD 8 and Beyond: Japan's Approach to African Development in an Evolving Global Environment"

(July 2022) GDF held a Zoom webinar on 13 July, inviting Ms. Céline Pajon from IFRI, Mr. Ryuichi Kato from JICA, and Mr. Yusuke Takahashi from KOKO Plus Foundation. The TICAD 8 will be held in Tunisia on 27-28 August and we took this opportunity to discuss the partnership between Japan and Africa, and its future perspective.

Japanese Experience of Industrial Development & Development Cooperation: Two books published from the JICA Ogata Research Institute
(Mar. 2022) Two books were published in February 2022: Policy Learning for Industrial Development and the Role of Development Cooperation (edited by Izumi Ohno, Kuniaki Amatsu & Akio Hosono) and Promoting Quality and Productivity Improvement/ Kaizen in Africa(edited by Kimiaki Jin & Izumi Ohno). These are the outcomes of the Research Project on the Japanese  Experience of Industrial Development and  Development Cooperation: Analysis of Translative Adaptation Processes” at the JICA Ogata Research Institute, where Izumi Ohno serves as senior research advisor. The books are intended for policymakers, practitioners, researchers in developing countries, as well as the international community.

Ethiopia FDI Policy Report
(Jan. 2022) GDF and PSI, the Ethiopian think tank, launched an FDI policy report on January 27. It assesses Ethiopia's FDI policy and performance, impact on the balance of payments and technology transfer, industrial park management, garment export, the pursuit of quality and ethical correctness, and responses to ICT and the post-pandemic world. The report analyzes long-term structural issues that will remain even after the current crisis is overcome. A separate companion paper is also available.

Kenichi (Ken) Ohashi’s Reports on Aid and Governance 

(Jan. 2022) Dr. Ken Ohashi, who has rich experiences of aid and development as ex-World Bank Country Director and JICA expert more recently, contributed the two reports that examine the role of aid to developing countries facing governance problems. These reports address: (i) theoretical review and case studies of East Asian development experiences; and (ii) an in-depth case study on Kenya. Ohashi proposes that development partners shift their focus from individual projects to understanding and supporting internal dynamics of each country that are moving the country toward the establishment of an inclusive political and economic system.

"Breakthrough" (co-edited by Homi Kharas, John McArther & Izumi Ohno) published from the Brookings.
(Jan. 2022) “Breakthrough: The Promise of Frontier Technologies for Sustainable Development”, co-edited by Izumi Ohno, is the result of joint research between the Brookings Institution and the JICA Ogata Research Institute. The book focuses on breakthrough technologies that have potential soon to affect the human condition at a substantial scale, with special emphasis on the economic, social, and environmental challenge affecting the world’s poorest people. It is built on our earlier book "Leave No One Behind" (2019).

"International Development Cooperation of Japan and South Korea: New Strategies for an Uncertain World" just published !
(Jan. 2022) This book, edited by Kwon, Yamagata, Kim & Kondoh, is an outcome of collaboration between the Japan Society for International Development (JASID) and the Korean Association of  International Development Cooperation (KAIDEC). Prof. Izumi Ohno and Sayoko Uesu (research associate) contributed to Chapter 7, "New Partnership with the Private Sector in Japanese Development Cooperation", which explains the emergence of new public-private partnerships for SDGs and its characteristics, with case studies of the Lake Biwa Initiative, SATREPS in Tunisia and Mozambique.
