fJapanese-stylef Cooperation in Industrial Development

Izumi Ohno published a paper, "fJapanese-stylef Cooperation in
International Development: From a Perspective of Translative
Adaptationh in Journal of International Development Studies (Vol. 33,
No. 2, Nov. 2024), issued by JASID. This paper is based on a
presentation at a special session titled "Inquiring the Essence of
'Japanese-stylef International Cooperation " (organized by Prof.
Shoko Yamada of Nagoya Univ./ JASID President) during the JASID 25th
Spring Conference held on June 15, 2024 at Utsunomiya University. It
summarizes insights gained from a research project the author conducted
at JICA Ogata Research Institute.

Visit to Ethiopia for Policy Dialogue Mission after Two Years
(Dec. 2024) Kenichi
& Izumi Ohno visited Addis Ababa with JICA on Nov. 16-24 to resume
policy dialogue with key Ethiopian officials. This visit was the policy
dialogue component of JICA's new industrial cooperation project.
Ethiopia is overcoming economic crisis with financial support from IMF
& the World Bank and is exploring a return to a growth strategy. Our
mission focused on: (1) gathering information on economic reforms and
industrial policy, and (2) examining the readiness to resume industrial
policy dialogue in the new environment.

Lectures on East Asian Development at
NEU, Hanoi
(Aug.-Sept. 2024) Kenichi Ohno gave 11 lectures on East Asian
development to fourth-year students at the National University of
Economics (NEU), Hanoi, Vietnam from August 6 to September 12 (Course: Development of
Asia: History, Policies and Challenges). He also made
presentations at two special seminars: (1) NEU:
Supporting Industries: Where Vietnam Stands and What Are the Challenges
(with Nguyen Thi Xuan Thuy), and (2) Vietnam National University (VNU): Why Japan Continues to
Stagnate: From the Perspective of Policy Mechanisms.

Translative Adaptation of
Foreign Skills Formation Models, published from the JICA Ogata Research
Institute
(Sept.
2024) A book titled "Translative
Adaptation of Foreign Skills Formation
Models: Cases of Japanese Development Cooperation in Southeast Asiah
(eds. Junichi Mori & Izumi Ohno) was published in Sept. 2024
from the JICA Ogata Research Institute. This book is the last volume of
a three-thematic series of the gResearch Project on the Japanese
Experience of Industrial Development and Development Cooperation:
Analysis of Translative Adaptation Processes.h Based on selected case
studies, it examines whether and how Japanese industrial development
cooperation for TVET has been implemented to facilitate the processes of
learning and local customization of the acquired knowledge by aid
recipient countries and institutions—from the perspective of
gtranslative adaptation.h

Submission
of the Recommendations of the Advisory Panel on New Financing for
Development to Foreign Minister Kamikawa
(July 2024) On July 12, the Chair of the Advisory Panel, Izumi Ohno,
Professor Emeritus of GRIPS, submitted to Japanese Foreign Minister Yoko
Kamikawa the Panelfs recommendations, which outline concrete measures
to mobilize new financing for development, including strengthening the
link between ODA and sustainable finance. The report proposes a review
of the current ODA system, with the aim of creating an
"ecosystem" in which ODA acts as a catalyst and private
investments are incentivized by the activities that support global
issues and sustainable and inclusive development, in partnership with
various stakeholders.

Book
Launch Webinar: How Foreign Models of Economic Development Can Be
Effectively Learned by Latecomer Countries
(May
2024) JICA Ogata Research Institute held an international webinar on
April 22, 2024 to celebrate the publication of book gIntroducing
Foreign Models for Development: Japanese Experience and Cooperation in
the Age of New Technologyh. The webinar article and video are now
available from the website of JICA ORI. Following opening remarks by
Akio Hosono (JICA ORI) and book overviews by Izumi Ohno (GRIPS) and
Kimiaki Kami (JICA expert), a video message by Getahun T. Mekonen on the
Ethiopian experience of introducing Kaizen was shown. Comments
were then provided by experts from Korea (Joonghae Suh, KDI) and Germany
(Stephan Klingebiel, IDOS), followed by discussions with book authors.

Development Economics
of East Asia: New Edition
(Apr.
2024) K. Ohno revised a book published a quarter-century ago. The
revision was done with former co-author Mr. Sakurai and two other
authors assisted by Ms. Fujita of Yuhikaku. East Asia has changed a lot
with huge China, stagnant Japan, and digital and social aspects of
development. The book is in Japanese but it may be translated into
English. Based on this book, Kenichi will give lectures at National
Economics University, Hanoi, this summer.

"Translative
Adaptation" in the Context of Development
(Mar. 2024) JICA Ogata Research Institute has just published two
videos to celebrate the publication of the book, gIntroducing
Foreign Models for Development" (Springer). Izumi Ohno (GRIPS), one
of the editors, discusses the concept of translative adaptation and its
application to the development by referring to Japanese development
experience and its cooperation with developing countries.

Hanoi Seminar: 30
Years of Vietnam's Growth
(Feb.
2024) On 22 February, GDF and National Economics University (NEU)
co-hosted a seminar at NEU Campus, Hanoi to review Vietnam's past growth
and remaining challenges. Key presenters were Prof. Ngo Thang Loi (NEU),
Prof. Emeritus Tran
Van Tho (Waseda), and Kenichi Ohno (GRIPS). Reputable commentators also
spoke from the floor. Vietnam's economic achievements are many, but it
needs to upgrade policies to overcome a middle income trap and rise to
global competitiveness. The seminar was also broadcast online, and local
TV and
many media reported the event.
Ohno
also gave an invited lecture on middle income traps at Hanoi Univ.
of
Business and Technology.
